eHobby has updated their listing for Encore 08 Meister, which says that Meister aka Jazz will come with a new head sculpt. The original Jazz reissue's face was deformed due to mold degradation, however that was corrected for the Stepper reissue. Speculation is that this will simply be the Stepper resculpt given to Jazz. since no pictures have been posted its hard to say at this point though.
Also it says he will come with Condor aka Laserbeak, though I have no idea why....

Sadly I suppose you are right. I guess one could speculate that Jazz's love of music could account for him coming with a cassette tape?

Yes in Countdown to Extinction Laserbeak is captured and Jazz plays him on his "super car stereo"

According to the latest issue of Figure Ou! Magazine, Transformers Encore 08 Meister (Jazz) will use the same head mold as the original Target Master Stepper instead of the G2 head mold that was used in the first Collection Series Re-issue of Meister.
