Early Transformer?

Hi everyone. I recently bought this robot from a car boot sale, I'm not sure if he's an official Transformer who's missing his faction symbols, but he has something written underneath him in japanese. He was made in 1983, it looks like the company name was Popy, and he's supposed to be a Porsche 9285 (?)

Does anyone know if he's supposed to be an official transformer, or any other info on him would be cool.

More specifically, it seems to be a blue version of Herr Fiend.
