When I create an entirely new shortcut I can't modify it in any way. It doesn't ask where the shortcut is supposed to link. So practically it's useless.

It really isn't that important because you can create a shortcut to a program just by the files properties. It just strikes odd that they would have such a function if you can't do anything with it.

Here are three images of the three different sheets in the shortcut's properties. They are in Finnsh, but anyone with Win2K should be able to see what's it about.
