What are the rules surrounding it?

Still waiting to hear about some evil characters I asked about a little while ago.....

Basicly about the same submission process as a G1 character. Has to be plausably put together, a reasonable contribution to the story line, and approved by the staff.

Yes, yes I do (to both questions). But, with everything that's going to be going on - I'm not sure I want to think of adding more characters.
