Can you help me identify a non-TF toy?

I got this in a lot a while back, and it's been bugging me as to what it is. It's stamped Bandai 1999, but I haven't been able to find anything in a number of Google searches.

I'm sure I don't have it in the correct position, but hopefully the two heads should be enough to go on for someone who knows it.

Thank you! That looks like the one. I'm sad that the article doesn't say anything about it being super rare and worth thousands of dollars, but I'll still put that in the ebay listing.
