Hmmm...I am guessing that you mean G1 Skydive.

He is a small [by today's standarts, he'll look really small to you] gray airplane with black wings. His head can do that because he is part of a gestalt team [it can do that so that he can be used both as a leg and as an arm]

That's the original G1 figure, and no, his head wasn't movable except to flip down into the center of his chest to allow him to combine to form Superion.
