Not really news, so I've moved it to Toys...
Shockwave - if they can reach a licensing arrangement with Toy Box, who knows.
Galvatron - I see no reason why not
Scorponok - I see no reason why not. Only problem may be the drop-test.
Fortress Maximus - the mould doesn't come up to current safety spec. else it would have been reused in RiD
Rodimus Prime - reissued already in Japan. Imminent in the US.
Megatron - reissued twice in Japan. Contravenes US toy safety standards.
Soundwave - recently reissued in Japan. Plausible for US release.
Reflector - I see no reason why not
Devastator - I see no reason why not
Menasor - I see no reason why not
Superion - I see no reason why not
Bruticus - I see no reason why not. They've been reusing the mould lately (twice in RiD), so there's no problem there. It's just down to whether they decide it's worth doing it with a couple of other versions still available. Doesn't usually make a difference.
Computron - I see no reason why not
Wheeljack - I'm not aware of anything to stop it
Hound - I'm not aware of anything to stop it
Mirage - I'm not aware of anything to stop it
Trailbreaker - was reissued in Japan a while back. Perfectly plausible.
Astrotrain - the next Japanese reissue
Blitzwing - I'm not aware of anything to stop it

Shockwave- Don't count on it Hasbro and Takara don't have the rights to mold and Hasbro lost the rights to the name.
Galvatron- Possiable but who knows about the mold
Scorponok-I wouldn't bet on it due to as Brendocon said and all the little parts as well.

Megatron- New safety laws would make this one alomost immposible to see an US reissue and even if they did he would have a horrid new paint job and an orange cap on the end of the
gun barrel
Soundwave-Hasbro has no plans for him

Bruticus-Why should they he's been reissued a half-dozen times
G1, G2, Mission: Combiner, Car Robots, and 2 times in RiD

I hope it's not part of RID. I have everything in it, and it would be ridiculous to put another fig out in that line, since they have TFU for repaints now.

Names are trademarks. They're only valid for so long and lapse if you don't renew them.
Hasbro stopped using the Shockwave name, the TM expired and they've been unable to reacquire it.
They didn't lose the mould, as it was never theirs to begin with. Hasbro licensed many toys from other manufacturers aside from Takara. Shockwave was one of them.
[and before anybody asks, yes Takara released Laserwave, but that was also licensed from the other manufacturer. The only instance of Takara releasing a TF they didn't design.]
