Strangest question

This is a very hard question, related to italian comics ("Martin Mystere", know in US as "Martin Mystery"), so maybe no one here can answer...
but I can't get the answer anywhere, so I try here.
Can someone tell me who is "Serzan of the sheeps"?
I know it sounds ridicoulous, but I will appreciate some help.

Personally i think NEone that goes around Searzaning sheep needs to be locked in jail and have the key thrown away *LOL*
