Does this mean Japan doesn't get Slugslinger as part of the SL line?

Yep. Most likely because he's not in the TV show.

I see. Why'd they make a new mold for a toy that isn't in the show? That's very interesting . . . Did they just have time to kill? It's not that bad a mold, either. Flimsy, but nice.

Funny thing is, I was looking at Jetstorm on my shelf last night and I realized that he looks a lot like Slugslinger in robot mode (minus the ugly imp face, of course), so I can see where they got the idea to call him Storm Jet.
