Wait until about a minute in. Hilarious stuff, some unwashed bent ref clowning around in front of random clips of the film, dressed like a car accident and miming really badly. Hehehe...

You should see the parody of the movie. They leave out a lot of the characters (Even Barricade), Prime doesn't have any flames and Starscream looks awful.

However, the guy who voices it does a decent Cullen impression.

Actually, that wasn't a spoof. That was the real Stan Bush video for The Touch. There is a spoof video for Dare that fits your desripyion, but the one that your link goes to is the real music video for The Touch.
