I'd say its Skids. Barely seen in the cartoon, and in the comic where he actually got a bit of characterisation he spent most of the time stuck in limbo whilst Galvy went on a rampage.

How do we know that their ships were in the system? We saw their automated defences attacking the autobots, but I don't remember seeing their ships in the system, merely them observing what was going on from a distance. I think they probably thought it was a waste to use the detonator to destroy one ship, when it had the power to destroy many, many more, and that was why they wanted to destroy Prime's Ship first. They could then have tried to lure the autobots back again to try to destroy them. I really don't think...

They're first appearance in the UK run was in #78-88 Targer:2006, and they appeared a lot more often than in the US run.
