It was an OVA series; it was never intended to go past four episodes. Most anime series are designed from the start of production to have a specific number of episodes; they're not meant to run indefinitely like American TV.

I seriously doubt it's a RAM problem, as I've only got 128MB and I've watched well over 100 of TV-Nihon's subs with no problem, including Galaxy Force. Lucky Draw prizes serve as incentive for people to buy other products. For example, the second edition of the Transformers: Generations book had an entry form for the Lucky Draw Primus contest, which could be enough for some people with the first edition to justify buying the new one.

I loved Power Rangers Time Force. I was very excited when TV-Nihon announced they were fansubbing Mirai Sentai Timeranger (the original show PRTF was based on). They're working on several other Sentai series as well; they're definitely worth a look.
