Shockwave's position on Cybertron is interesting, to say the least.

Shockwave's Burden is funny, it's true.

I always imagined that our favorite cyclopse better fit the role of a bored overlord than a stalwart guardian of Cybertron.

His aim was bad? Maybe, but if he actually killed the Autobots all he'd have to do would be to talk to his guardians ...

Maybe he was just passing time until the day the comm sounded:

(thinking) "Megatron?!? Oh pop gas! What do I do now? The place is a mess ever since Alpha Trion and Elita-1 convinced the cleaning staff to follow them.... What do I say? Should I even answer? Of course I should answer! But what to say?"

"Option A) Well, look at what the petrorabbits dug up? And here I thought I'd spent all this time waiting in vain.... slash-sarcasm!"

"No ... he might actually make me deal with Starscream instead ... Primus! I hope that preening self-absorbed Seeker has rusted away by now....

"Option B) Hail, Megatron!"

"Would I really be that much of a microbot-glitch? True, if I kiss his exhaust port he'll probably want to deal with me personally which means I won't have to put up with Starscream...."

"Option C) I'm busy getting buffed and shined by Elita-1 right now. I'll call you back when...."

"Oh, blast! The fragging thing is buzzing again!"

Presses the comm button: "Hail, Megatron!"

(thinking again) "Primus! I am SUCH a microbot-glitch!"

You'd figure during that short 4 million year gap by himself on Cybertron that he would have perfected his aim. That and also he himself being made up of Cybertronian technology (i.e. has a computer for a brain!!!!) and having the extraordinary gift of being able to transform into some variety of a laser cannon-gun-thing that his aim would be more precise.

Maybe Shockers has an arrangement of sorts ...

Elita-1: "You almost hit Chromia today!"

Shockwave: "I'm sorry, but she was slow today."

Elita-1: "You've been a very bad mech, Shockwave! You need more discipline in your life!"

*thud* *whack*

Shockwave: "Too much discipline, not enough bondage!"

Elita-1: "Nonsense! I know you. You live for discipline!"

*whack* *whack* *whack*

Shockwave: "Yes! Yes! Vector Sigmaaaaa!"
