It's more of a question of "What is the oldest surviving webpage" given how they come and go so much.

As I recall, the rise of the World-Wide-Web didn't happen until the early ninties. Up until then, it was just stuff like email, gopher, and Usenet.

Actually the web was originally designed by universities to allow them to share research material and other academic stuff. The military mearly hijacked it. This can be seen by the fact the early tags in HTML 1 were stuff like bold text and stuff used in formatting a scientific report
As such it would probably be some research journal
