From an outside perspective, it's as likely to be what a creator has been told or inferred as it is hard evidence of anything. Wouldn't be uncommon, and people don't necessarily have the history of things. Or have forgotten they customised/improvised things themselves in one or two cases with people I've dealt with. As stated, they had a production company (DiC) who offered to do it cheaply. If DiC had bid for TFs it's pretty likely they'd have got that too.

That's the default character arc for a reluctant leader. Rodimus doesn't want the mantle. And in the cartoons he hasn't really been leader for that long so going back to being Hot Rod is arguably a relief and he hasn't been too scarred by it yet.

Generally speaking there's more emphasis across the original cartoon on doing feature episodes on characters with less expensive toys, showing less violence and including some pithy moral kernels. You don't get the "war" themes that showed up in some of the comics, or at least not as often.

Which writer? As with most films it's a collaborative process and there are several distinct drafts/stages of development known. Even in the movie Galvatron's wilder than Megs, and powered up (although in control) -- if they were talking about the film it might have been a reference to Unicron's men...

Don't particularly recall from creator interviews, but if you look at the publishing timeline of eg Ladybird books the assumption was that Prime/Megatron were gone and Magnus/Galvatron were the new leaders (without clues to the fate of the previous ones) so it's a safe bet they wouldn't have appeare...
