Why was it decided to make Galvatron insane and who came up with it?

The writer of the movie said that was he intended though he did not act insane in the movie.
Was the insane bit cut from the movie?

Which writer? As with most films it's a collaborative process and there are several distinct drafts/stages of development known. Even in the movie Galvatron's wilder than Megs, and powered up (although in control) -- if they were talking about the film it might have been a reference to Unicron's mental torture of him.

I have read that Frank Welker had recorded his voice of Galvatron for the five faces of evil by the time Nimoy had been cast.
Does this explain why his personality was different than from the movie because of their different take on the character and that is where the idea of the plasma driving him mad came from?
Because Ron Friedman said that he wanted Galvatron to be out of control and that Megatron transformation caused him to lose some of his intellectual capabilities.
So what should we take as the reason for his madness?
