Here in Blighty we've been ****ed right in the eye by various aspects of Transformers for years. We pay twice the price some pay for figures, didn't get RiD Scourge, we only got bits of the G2 comic, we share citizenship with Thefallenone and we have to put up with our heroes sounding like colonials.

With what did that comic come with? I'm sure I have or have had that comic in print and the only thing I can come up with are the Alternators (which I bought a few) or one of the series' dvd's by Metrodome.
It came with the Metrodome box sets for S2P2 and S3&4. Apparently, Metrodome has replaced the slipcase with each disc in it's own keepcase with a gatefold digipak which omits the comic on the newer issues of the box sets...a wise move.
Ooh ooh I cant wait for part 2.
But seriously I got this with the boxsets and remember thinking I just didnt get comics anymore but now I know this is just a particularly bad example I dont feel so bad.
My goodness. Was this made intentionally for the sake of the DVD releases, or was it a fan-comic that got picked up by the company and added as a bonus? I really need to know how this came about.

How about both? It was made intentionally for the DVD releases...by fans.
The art, which isn't bad aside from the Dinobot combiner, is by Dylan Gibson. The script, IIRC, is by one Darren Jamieson. I half-remember him being something to do with TheTF.net, who I think were Metronome's site of choice.
