We saw this one a while ago, and Hasbro also displayed him at Toy Fair.
His name is "Hardtop", he'll be a Cybertron Basic (or "Scout", as Hasbro are calling them these days), and he might actually end up as a US exclusive.
In fact, there are speculations that he might be based on an abandoned Energon combiner limb design.
And yes, I waited until the auction ended before I posted this. I don't want to support dealing with stolen prototypes, thank you.
