Is He Irish?
I met this person online once who said he was Irish. This was because his great grandparents were. He had never been to Ireland and in my opinion is not Irish so I told him that and he got extremely offended and was like "I'm more Irish than you," which is true because I'm British. Anyway, born and raised in the US, never been to Ireland - is he Irish?

I generally don't understand why people in the US associate themselves with old European ethnic backgrounds. Most people that say that they are Irish or German or other don't even follow any of the cultural aspects of said ethnic backgrounds, which doesn't make them jack to what their background is. If this person doesn't follow anything related to the Irish background, and lives in America, then his ethnic background is American only, as he has lost his ties to his background. However, if he does follow anything in that background, then I would say to a degree only, nothing more.

No, he isn't. He wasn't born there. He hasn't lived there long enough to gain citizenship (5 years I believe). So he's not Irish. Simple as that really. He might be of Irish descent, but he's not Irish. There's a difference there.
I've commented before that I don't understand the fixation that seems to be popular in the US about claiming to be another nationality. Still don't, for that matter.

Not having a go at you, but if you're born and rasied in the US, wouldn't you pride yourself 100% in being American? Like i said before, my mum's scottish, but i take great pride in being Australian. Easier to hang sh*t on the English that way .

That's what confuses me too, to be honest. Not that I'm bashing the viewpoint. I just don't understand it.

M'eh, I tend to give my nationality as Dutch from my great-grandparents, simply to avoid petty, cliched British infighting... If you give your nationality as English, you get people from Wales/Scotland/wherever going "ha ha we're better than you at whatever" whether I give a damn or not. An amusing thing to do with Provincialists is to ask them to speak some of their country's anguage [I know Ss speaks Welsh, so I'm not getting at him]... I speak more Welsh than a fairly large majority of the Welsh population, which is a shame as it's rather a nice language.

And proud of it.
But that's another interesting point. I guess that there's a difference between being a nationality, and feeling that you identify culturally with the nation. Some people I know are Welsh in name only, and might as well be another nationality for the amount of identity they share with the country. Other people I know are more Welsh than many Welshmen I know, despite being English. Usually these people live on the border (Gloucester for instance).

Yeh... my favourite one was in secondary school, the Welsh guys would fervently support the national rugby team, and being English whether you liked or cared about rugby was not a thing to be whenever Wales beat England in rugby in that place, and yet in football would support England on the grounds that Wales were rubbish.... I mean, que?

Somebody's nationality is determined by their country of birth and that of their parents. Grandparents can determine heritage and descent, but not nationality.
